Higher Education Emergency Relief Fund (HEERF)

Cares Act at MCC

On April 13, 2020, Muskegon Community College (MCC) signed and returned to the Department of Education the Recipient’s Funding Certification and Agreement for Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act.  In doing so, MCC agreed that no less than 50 percent of the funds, or $1,123,675, received under Section 18004(a)(1) of the CARES Act would be provided as emergency financial aid grants directly to students.

In accordance with Section 18004(a)(1) of the CARES Act.  The Higher Education Emergency Relief (HEERF) funds were distributed through two different processes:

1. Direct Emergency Grant Distribution to Winter 2020 and Fall 2020 Students

A. Fall 2020

i. Grants were automatically awarded to students who met the following requirements:

· Be enrolled in at least three (3) credit hours on August 31, 2020.

· Completed a FAFSA and eligible for Pell Grant.

· Meet Title IV eligibility criteria.

ii. Grants were distributed based on enrollment status:

· Full-time (12 hours or more) – $500

· Half-time (6 – 11.5 hours) – $250

· Less than half-time (3 – 5.5 hours) – $125

B. Winter 2020

i. Grants were automatically awarded to students who met the following requirements:

· Be enrolled in at least three (3) credit hours on March 13, 2020.

· Be enrolled in at least one (1) face-to-face course on March 13, 2020.

· Must not have been enrolled in high school on March 13, 2020.

· Completed a FAFSA and meet Title IV eligibility criteria

ii. Grants were distributed based on enrollment status:

· Full-time (12 hours or more) – $600

· Half-time (6 – 11.5 hours) – $300

· Less than half-time (3 – 5.5 hours) – $150

2. Student Emergency Grant Application

a. Reserved for those students self-identifying as having need due to the COVID-19 pandemic.

b. Students request funds through a simple application process, and the emergency aid request is reviewed by a committee. The committee will determine eligibility (Title IV eligible) and award amounts. Application by a student does not guarantee an award.

c. Funds may be requested for the following terms: Winter 2020 and Summer 2020.

d. The maximum award per semester is $1,000 per student.

ARP at MCC

On March 11, 2021, the American Rescue Plan (ARP) Act federal relief package was signed into law. Muskegon Community College was allocated $8,367,136 through ARPA and the Higher Education Emergency Relief Fund III (HEERF III). At least $4,247,002 of these total funds must be distributed as grants to students.

Similar to the CARES Act and CRRSAA, a portion of this funding is intended to provide emergency financial aid grants to students whose lives have been disrupted by COVID-19. Also similar to CRRSAA, ARP requires that institutions prioritize students with exceptional need. The grants may be used for any part of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare.

$582,900 in remaining HEERF II funds were added to the $4,247,002 in received HEERF III student funds, for a total of $4,829,902 to be used in disbursements for Fall 2021, Winter and Fall 2022.

In accordance with Section 314(a)(1) of CRRSAA and 2003(a)(1) of ARP, MCC plans to distribute ARP funds and the remainder of the student CRRSAA funds to eligible students during the Fall 2021, Fall 2022, and Winter 2023 semesters.

MCC will distribute funds to qualified students in block grants and additional funds will be prioritized to students with exceptional financial need related to the pandemic based on students’ Expected Family Contribution (EFC) data derived from Free Application for Financial Aid (FAFSA) data. Under this distribution method, MCC distributed a total of $2,257,200 to 3,687 students in October 2021, $1,552,600 to 3,447 students in November 2022 and $1,063,825 to 3,299 students in March 2023.

The following reporting is in compliance with Section 18004(e) of the ARP HEERF funds, and provides transparency related to the funding and disbursements.

CRRSAA (or CARES Act II)

On December 27, 2020, the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) federal relief package was signed into law. Muskegon Community College was allocated $4,751,064 through CRRSAA and the Higher Education Emergency Relief Fund (HEERF). At least $1,123,675 of the total funds must be distributed as grants to students.

Similar to the CARES Act, a portion of this funding is intended to provide emergency financial aid grants to students whose lives have been disrupted by COVID-19. However, unlike the CARES Act, CRRSAA requires that institutions prioritize students with exceptional need. The grants may be used for any part of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare.

In accordance with Section 314(a)(1) of CRRSAA, the Higher Education Emergency Relief (HEERF) funds for students were distributed through the following process:

At the time of distribution, grants were automatically awarded to students who met the following requirements:

  • Enrolled in at least one (1) contact hours for the winter 2021 semester
  • Seeking a degree or certificate from MCC
  • Expected Family Contribution (EFC) from FAFSA below $5,712

And the grant amount for each student was determined by the number of contact hours the student was enrolled in. The grant amounts are outlined below.

In April and May 2021, MCC distributed an additional $121,375 to 454 qualified students through the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Act Higher Education Emergency Relief Fund (HEERF). The funds were disbursed through a request process in which students identified factors that demonstrated exceptional financial need related to the pandemic. The individual awards ranged between $125 and $500.

The remaining $582,900 in CRRSAA HEERF II funds were added to the $4,247,002 in ARP HEERF III student funds for future disbursement.
